Governor Janet Napolitano named to chair National Governor's Association - August 8, 2006 - In November 2005, Time magazine named Janet Napolitano of Arizona one of the five best governors.  In July 2006, USA Today cited Janet Napolitano as one of the female governors who is better than their male peers at engaging crossover voters and working with the opposing party.   Now, the National Governor's Association has named Janet Napolitano to chair their organization.  She is the first woman to hold the position in the organization's 98-year history.  Former President Bill Clinton was chair of the National Governor's Association when he was governor of Arkansas.  Napolitano was elected governor in 2002 under the Arizona Citizens Clean Elections Act which provides public funding for candidates who forego private campaign sources.  She is expected to win re-election in November.
