Former Texas Governor Ann Richards dies - September 13, 2006 - Ann Richards was part of an exclusive group of only twenty-eight women from twenty-one states who have been governor.  Even in that small group, she stood out as an unique leader.  Before being elected governor in 1990, she was elected state treasurer in 1982 and re-elected in 1986 without opposition. As state treasurer, she modernized the treasury and implemented banking and investment practices that generated more non-tax revenue than all the other Texas treasurers, who preceded her, combined.  As governor, she focused on government efficiency, education, and law enforcement.  She kept her campaign promise of a "New Texas" by filling government posts with 46 percent women, 20 percent Hispanics and 15 percent blacks.  She was well renowned for her quick wit and before leaving office in 1995 she was quoted as saying: "I did not want my tombstone to read, 'She kept a really clean house.' I think I'd like them to remember me by saying, 'She opened government to everyone.'"
